A thematic Group on Disaster Risk Reduction (DRR) has been established to support the engagement of persons with disabilities, their representative organizations and other relevant stakeholders to contribute to the monitoring of the Sendai Framework for Disaster Risk Reduction (within the 2030 Agenda framework), under the umbrella of the Major Groups and Other Stakeholders mechanism.

The Stakeholder Group of Persons with Disabilities for Sustainable Development (SD) is the focal point for UNDESA, ECOSOC and the GA for all UN Sustainable Development policies. The scope of the Stakeholder Group of Persons with Disabilities for SD responsibility covers the Rio+20 outcome (including the 2030 Agenda, Sustainable Development Goals, High-level Political Forum, Financing for Sustainable Development, at global and regional policy processes of the United Nations. In addition, Stakeholder Group of Persons with Disabilities for Sustainable Development aims to cooperate closely with other constituencies linked to other UN policy processes. The Stakeholder Group of Persons with Disabilities is a recognized other stakeholder group within the UN and as such part of the Major Groups and other Stakeholder Coordination Mechanism. Highlighting the need for participation of persons with disabilities through their representative organizations in building resilient societies, we call for governments to ensure implementation of the Sendai Framework and to fulfil their legal obligations under the CRPD. We ask to achieve this by prioritizing the development and implementation of fully inclusive DRR and climate action strategies.
The Stakeholder Group of Persons with Disabilities in partnership with CBM Global Disability Inclusion produced three country reports highlighting the Experiences of Persons with Disabilities in the COVID-19 Pandemic: Bangladesh, Bolivia and Nigeria . The reports aimed to reflect country progress toward the Sustainable Development Goals one year after the onset of the pandemic. The findings have been framed within future policy and programming in the areas of health, social protection, employment, livelihood and accessibility under the 2030 Agenda for Sustainable Development.
In all three countries, the research was led by persons with disabilities from the country and/or region. Each of the researchers committed to reaching the furthest behind in the disability movement. In total, across the three countries, 91 persons with disabilities were interviewed. The researchers provided reflections on the experience of gathering data remotely and in person during pandemic restrictions, which you can read about here.
On 2 February, 2022 Dr. Mohammed Ali Loutfy presented on behalf of the Stakeholder Group of Persons with Disabilities at the UN’s ECOSOC Partnership Forum Under the theme “building back better from the coronavirus disease (COVID-19) while advancing the full implementation of the 2030 Agenda for Sustainable Development.” Read the full statement here
The Stakeholder Group of Persons with Disabilities Paragraph 89 Report provides a background on the group and the crucial role of OPDs for the achievement of the 2030 Agenda and its Sustainable Development Goals, and outlines the SGPwD’s contribution to the 2030 Agenda, its Co-Chairs’ and organizing partner’s contributions, as well as contributions of selected members.
The High-Level Political Forum, the United Nations central platform for follow-up and review of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals, provides for the full and effective participation of all States Members of the United Nations and States members of specialized agencies.
In response to the COVID-19 pandemic, the Stakeholder Group of Persons with Disabilities carried out two phases of qualitative research to gather information on the experiences of persons with disabilities in the context of the pandemic and to complement existing COVID-19 research studies.
The General Assembly, Recalling its resolution 64/236 of 24 December 2009, in which it decided to organize the United Nations Conference on Sustainable Development at the highest possible level in 2012, as well as its resolution 66/197 of 22 December 2011.
Dr. Mohammed Ali Loutfy represented the Stakeholder Group of Persons with Disabilities in the Fourth Partners for Review Virtual Networking Days on November 16, 2021. Dr. Loutfy presented in the opening session on LNOB-led approaches in SDG implementation and reporting. Specifically, Dr. Loutfy highlighted (1) how the LNOB principle has been implemented at the country level for marginalized groups, including persons with disabilities and older persons, and (2) how marginalized groups have been included in the sustainable development processes since 2015 and what gaps remain.
